No-Knock Ordinance in Jersey City

In late 2016, Members of the Jersey City Municipal Council began holding numerous rounds of meetings with community leaders to develop a plan for a “No-Knock” ordinance, with the goal of creating a safe space for all Jersey City residents. Jersey City takes pride in its diversity and tolerance, a goal shared by all parties throughout the process.

On March 8, 2017, the Jersey City Municipal Council unanimously approved Ordinance 17-022 to create a registry for residents who do not wish to receive door-to-door solicitation. The ordinance, which took effect on March 28, 2017, stipulates that anybody wishing to have their home added to the “No-Knock” registry submit their name and address to the City Clerk. This can be done by submitting the form found here. This ordinance does not apply to the door-to-door activities of religious groups, charitable organizations, or political campaigners. The list of names and addresses of residents who do not wish to receive door-to-door solicitations will be maintained by the City Clerk. Those who are on the registry will receive a decal that can be placed in a front door or window to make it clear that they do not wish to receive solicitors. Furthermore, the registry will be made available to those wishing to engage in door-to-door solicitation to ensure that those who have been added to the No-Knock list do not receive unsolicited peddling.

Anybody who is found to be in violation of engaging in door-to-door solicitation of residences on the registry will be fined up to $1,250 and for further offenses may be required to complete up to 90 days or community service and may ultimately have their municipal business licenses revoked. To ensure effective implementation of this ordinance there will be a series of informational meetings convened throughout the city to educate residents on the intent of the ordinance and inform them of their rights as homeowners.
